Born in Kırcaali in 1982, Mr. GÜNEŞ received his primary, secondary and high school education in Bursa. He received his bachelor’s degree from Hacettepe University, Department of Public Administration.
Mr. GÜNEŞ started his career as a Social Assistance Expert at the Directorate General of Social Assistance and Solidarity of the Prime Ministry in 2006, and then served as an Expert at the Ministry of Family and Social Policies in 2011 and as the Head of R&D Department at the Directorate General of Social Assistance. Mr. GÜNEŞ was assigned as the Deputy Director General of İŞKUR in 2020 and then assigned as the Acting Director of İŞKUR in 2023. Mr. Güneş has been assigned as the Director General based on the Presidential Decree published in the Official Gazzette dated 11.08.2023.
Mr. GÜNEŞ, who actively served in many important projects in social and cultural field throughout his public service, was awarded with a commendation by Mr. Hayati YAZICI, Minister of State for his success in Social Assistance Information System (SOYBİS) Project. He coordinated many national and international studies especially in the fields of social benefits and policies, fight against poverty and he represented our country as participant and delegate in the studies carried out with the World Bank, IMF and OECD. In addition, Mr. GÜNEŞ, who took part in projects and researches organised in the fields of public work programmes, short-time working allowance, job and vocational counselling services, digital transformation, protection of personal data and labour market, has published studies in various refereed journals and periodicals.
He has a good command of English and married with one child.
