Article 17 of the Law No. 4904 stipulates that, provided that they are permitted by the Turkish Employment Agency, private employment agencies can carry out job and recruitment brokerage activities, carry out services related to the labor market, employment and human resources, organize vocational training and, if authorized, establish temporary employment relationships. In this context, the Regulation on Private Employment Agencies, which was prepared in order to determine the procedures and principles regarding the agencies, was published in the Official Gazette dated 11.10.2016 and numbered 29854 and entered into force.
Pursuant to Article 15 of the Regulation, Provincial Directorates of Labor and Employment Agency are authorized and responsible for granting permission and authorization, renewal of permission and authorization, monitoring, inspection, imposing administrative fines and cancellation of permits and authorizations for intermediary and temporary employment relationship authorization to private employment agencies.
The Circular on Private Employment Agencies determines the application conditions for intermediary and temporary employment relationship, procedures for granting intermediary permission and temporary employment relationship authorization, operation and supervision of the agencies within the scope of the Regulation, and the procedures and principles regarding some provisions within the authority granted by the Regulation by eliminating the doubts that may arise within this scope.
In this context, Article 2.4 of the Circular on Private Employment Agencies provides guidance on the documents to be submitted to the Provincial Directorates of Labor and Employment Agency during the permit application.
